Once a solar power project is allocated to any project developer through competitive bidding process under any specific solar power policy; then the project engineering starts in line as it is done for conventional power and infrastructure projects. The project cost is mainly divided in to two key components debt and equity. The common practice in the country is 70:30 debt equity ratio; depending on the credentials of the project developer. Hence it is well established that debt provider is putting more money in the project and taking more of a risk.
In order to explore the bankability of the project the financial institution appoints the Lender’s Independent Engineer (LIE). The Lender’s Engineering services are mainly focussed on the review of the Owner’s Engineering carried out by the Project Company. The LE services are mainly sub-divided in to three phases i.e. pre-commissioning, construction monitoring and post commissioning services. LIE has been appointed by lenders or a group of lenders. This section provides detailed aspects of LE services especially of solar PV power projects. The major dimensions, technical due diligence, construction monitoring, draw down certification, project completion services, PG test and post commissioning activities have been discussed in detail along with actual case studies of the projects.
